I'm of two minds about Jeremy not singing in M&L, Jules. Yes, it would have been great to hear him sing--and he would have done a fine job. But I'm not sure how you can have a film about a singer as iconic as Dean Martin and not use his actual voice. 
It would have been extremely disappointing to an American audience. 
But I agree that his familiarity with music/singing gave JN an edge in casting.
