Like in criminal law everyone is entitled to a trial - regardless of how guilty you or anyone else thinks they may be.
Otherwise you'd have to have someone deciding who is entitled to a trial/hearing and who is just guilty and locking them up/striking them off without a trial or hearing.
The outcome of the process may be a an absolute certainty sometimes, but the alternative is ludicrously stupid.
