Was in Cambodia for a few weeks over the summer including about 3 days in Phnom Penh. Managed to book an apartment with a pool and gym, small studio in the town centre but very cheap. You can start to see the influence of Chinese money there largely through the towering apartment blocks that seem randomly located and without much town planning.
Place was called M Residence and was close to a small strip of nice bars called Bassac lane, it might make for a solid base to find your feet for a few weeks there, it’s probably quite an ex pat area but I’m sure you can find somewhere more local once you know the place a little better.
Between central market and the river is the gogo bar and seedier expat area would want to avoid living there I’d say.
