The advice charities across the board are hitting their own crises now though as they can advise on statutory rights but local authhorities/NHS just ignore them as people can't afford to/can't get legal aid to litigate.

Rights are nothing without enforcement and the government is actively trying to reduce rights across the board (see how they are dealing with EHCPs, intervention in the Cheshire West overturn).
