CHC funded patients can be moved to different ICB areas, though there can be a reluctance from the receiving ICB given that it's likely they would become responsible for the ongoing care costs. Also, if a DoLs is in place, this could cause issues.

Have you spoken with the ICB CHC team directly? They tend to be helpful albeit overworked. There may be other EMI units within homes in the area that you could explore. Lincolnshire ICB are clustering with Derbyshire and Nottinghamshire ICBs so I wouldn't know the exact situation at the moment.

I'd also say something to consider is that if your mum was able to move up closer to you, it's possible that the recieving ICB would want to review your mum's CHC eligibility once she has settled, with the potential for full reassessment. Not saying this is something you should base any decision around, but it's something to bear in mind.
