Exactly and hence will be stuck in the same boat as last summer where Everton under Moyes were surprised at how often we were getting knocked back by targets.
There are a handful of managers who could attract top quality foreign players to relocate to NW England without European football (thinking James and Ancelotti) but Moyes isn't one of them.
