It is hard to explain.
They just make it up as they go along and there is no consistency whether refs review or whatever and people see what they want to see to make for "better telly" and when it comes to the RS they make decisions to avoid a backlash and death threats and for other clubs like City decisions are made "to make the race for the title more exciting".
Rugby and cricket have nailed their equivalent of VAR so it can be done properly. Football has chosen not to. Also, every VAR "controversy" helps sell the brand to the saddos abroad and in Devon who live their lives through teams from places they have never visited.
