No, a player on loan in the Premier League is not allowed to play against their parent club. This rule is in place to prevent a situation where a player could potentially be motivated to perform poorly against their parent club, or where a player might score against their parent club and cause controversy.

Apparently this applies to PL and FA Cup. But the league cup does allow it as you suggest with the agreement of both clubs.
