BILLET by definition is a length of material with a round or square cross section that is less than 36 inches square. Other terms to describe material are ingots, extrusions, slabs castings etc. Its the elements (found on the periodic table) that make up the composition of steel which inherently gives it the strength characteristic that would give you the reliability you so mentioned.
RECAST by definition: Give a metal object a different form or shape by melting it down. So to summarize you call the steel mill order an ingot with the material you want which you then cast or roll which produces a slab (or casting) that you would then machine your features into for your finished product and if you happened to screw it up you could recast it. Now all that being said I believe that organizations should allow them there is a greater reliabilty factor and they are comming down in price as more companies start to produce them
