Keep in mind this is my opinion.
Dr. Who shows us that humanity survives its foibles and survives into the far future. The hero showing us this solves problems and saves the day with a tool of building and discovery, not a weapon of war.
What started as a low-budget kid's show resonated with so many of them, and many of the writers, producers, etc. were fans as a child themselves.
He was MacGyver on a Star Trek type show long before Richard Dean Anderson and William Shatner showed up for duty.
My first knowledge of Dr. Who was with Tom Baker on PBS. I always found it boring. Now the 13th Doctor is a woman. What is the draw of Dr. Who?
