Address query

Hello, I am researching a family living in Plymouth between 1907 and 1947. On the majority of the documents their address is shown as 27 Batter Street. However, in 1915 and again in 1939 the address is given as 27 Lower Batter Street. Can I safely assume this is the same property? I want to double check as there are two families with same names living in Plymouth around the same time. It has been difficult trying to keep them separated. Thanks for any advice.

If you Google 27 Batter Street, you will find info re Lower and Upper Batter Street and the location of 27 on up to date map. This might not be the same number as it was in 1939 though.
