Upper Works?

My Great Uncle was an electrician at what looks like Upper Works in Exeter. As this was the very early days of electricity I am interested to know what the Upper Works were. Help greatly appreciated as I am not from the area.

This doesn't ring any bells.

Upper works is a term applied to the part of ships above the waterline. Could it be HMS Exeter?
