As there is only a brief entry in the Parish Register for the marriage it does not say if they married by Banns or Licence. Marriage Bonds and Allegations for obtaining a Licence to marry are held at Devon Heritage Centre in Exeter and details can be found on their site. You will seldom get a lot more information on an Allegation or Bond, place of residence, father might be named if one is underage and if a Bond the name of the bondsman. Not all parish records for Devon are online, most of Findmypast but also many are only available to Members' of Devon family History Society, see details on the Members' Page of this site, many of these are not indexed. Otherwise it is looking at parish and other records held in the Archvies (there are 3 in Devon covering different areas of the County). Moses surname appears a lot in Devon over the Centuries and just because the couple married in Brixham it does not mean that is where they were born, they could be born any where in Devon, in the UK or even another Country in the World. If the parish registers you need have not survived then you might need to look at BT's if available (copies sent to Bishops of registers)
