There is a B&B at Dawlish, called The Beeches, which overlooks the cove where Richard Early built wall. Coryton Cove .You should be able to see it/be directed to the cove from there.
On the south coast path, has good reviews.
The gardens where the fountain was is very near the Station, in a triangle, not the big lawns.
