The Devon Records Office may hold bastardy allegations for the parish.

Without finding the father's name on such a record, or in a newspaper report, I don't see how you would be able to find his father's name.

Does he marry after civil registration? If so, is there a father's name shown on the marriage cert?

Another possibility is his mother marrying his father shortly after his baptism.
