The baptisms for the 3 daughters (Elizabeth Farley, Eliza and Mary) have James's occupation as cordwainer.
In 1851, there is a James Mugford of about the right age in Jersey. Born in England, he is a cordwainer. He has a daughter Sarah Ann b c 1836.
Ancestry has a Jersey burial for a James Mugford in 1862, so I am assuming this is 'your' James? As his age is given as 62, he was probably born c 1800.
I suspect that, in 1861, he is the James MUTFORD b c1804 in St Helier, shoemaker, widower, b in England.
In 1841, he may well be the James 'Mc Ford' in St Helier. There is Sarah of the right age, and an Elizabeth aged 30. Occupation is shoemaker. Born in England.
None of this helps you to establish if he was actually born in Devon, unfortunately.
