If you go on the British library site, it has details of births deaths marriages in India, John Richard Fulford worked for the East India company, as a deputy Commissioner, Ordnance. Not born in India, given on the 1851 census William says he is 51, therefore could have been born 1799/1800 as he is in his 52nd year, possible that he was born on the way home. You should be able to find John Richard Fulford. I spotted a Fulford born in India on one of the Census's, will try and find it. Might be worth checking Mary Vickers too. Sounds like you need to watch the new drama set in India!!
