On FMP there is an Obituary in the newspapers for his Father in 1938, which gives his place as Yelverton. Also there are Trade Union Registers which show that he was a member of the National Union of Railwaymen. 1911 Census shows him as a Porter on the GWR. So almost certainly your man.
