another thought, could he be illegitimate, born pre registration, mother a Bulley, and a father "named Amos", so could be his mothers surname. She could have married an Amos after his birth, so he could have been brought up under another surname until he was told that he was a Bulley. I have had that, a baptism with one surname, and marriage with that name, then someone must have "said something", and children of said marriage baptised with the surname of the fathers mother. Can get complicated, and not all illigit births on the family search site.
