You need a developer who works with WordPress as a framework, not as a website builder. In your case, the key is not so much the custom post types themselves, but how they will be designed for the REST API and integration with your internal tools.
If someone doesn't know how to work with register_post_type, custom meta fields, and REST extension via register_rest_route, they simply won't be able to handle this task.
