Drawing the line in the sand and saying that everything that is in today is in and go forward is by far the easiest to mandate and cleanest to implement. Having a sample on all the parents that any animal in the future could be traced back to rules out the inconclusiveness of having half the pedigree not documented as is the case today. I am not sure that there is a set percent to expect to fail the test but 10% would raise a lot of red flags for me if it was that high. If there are truly crossed up animals in breed that don't breed on true to the breed, then it would help out the genetic base. Any reduction in the number of available animals to select on would tighten the genetic base, but if they are bad it will help the breed and if they are pure but are genetic outliers it would hurt the breed. I don't have the knowledge to be able to tell you which ones are bad or good.
