The modification is for an upgraded antenna with higher gain, not a change in power output. It is still authorized an Effective Radiated Power or "Authorized ERP" of 1150 Watts. Why does the filing show 1455?
The upgraded antenna, also figures in that they are using Air-Dielectric Coax, running in the 400 foot range. This allows lower loss of power transfer from the transmitter to the antenna. The transmitter is outputting 1455 Watts, but figuring in the positive gain from the new antenna and the losses from the long coax run, it is still 1150 watts. This is the line called "Confirmation" in the PDF on the filing link you posted, which I uploaded here.
I know it is a headache, but being a ham operator, this is one of the things we learn and engineers figure in when setting up antennas and transmitters!
