Ahhh… Dry as a well-aged sangiovese. I saw one thing that raises the bar for poorly-monitored LPTV and translator facilities, that a station transmitting a signal that has lost its input programming, effectively transmitting NULL packets, is considered as not providing a service — similar to when an analog translator would retransmit white noise. So, for the situation last year where KPDS-LD Wolcott IN was spewing NULLs (PSIP / ID info also absent) for months, the station would be considered silent.
