They’ve been trying to get a team from WTMJ for 3 years. I think they began with the Brewers who ultimately stayed with WTMJ.
The Packers started producing their own radio broadcasts in 2018, the same year WTMJ was sold to Good Karma and the same year iHeart flipped WRNW to Sports. I think that might have helped the process. Basically means the Packers do not need WTMJ.
As far as The Game, looks like they will finally be able to boost their ratings and bring in some major advertisers that are not contractors trying to sell roofs. The Packers are a big deal.
Since Good Karma is a smaller company, I think iHeart thought they could take them down in the affiliation war. It worked this time.
The only real loser is WTMJ and the listeners outside of the Milwaukee market who might not be in range of a local affiliate. WTMJ has a huge footprint that runs from the UP of Michigan to south of Chicago. Pretty much all of eastern Wisconsin and Northern Illinois during the day (not as much at night) For everybody else in the Milwaukee area, and parts of Lake and McHenry Counties, they get to hear the games on a full market FM signal.

I have some Packers fan friends south of Chicago who still listen on 620 WTMJ, sounds like they’ll have to find alternatives. The deal makes sense, though… Especially with some cars not even coming equipped with AM anymore.
