Jermey, you are correct. Furthermore, they are being fed numbers from someone internally in the industry. The person that wrote the article has ZERO clue about ratings. If they did they would have drawn contrasts how much they went up. Or are relating the increase to beating/being beat by Cumulus stations in the past months & books.
