The 6th paragraph and forward describe why. It is not too clear aka layman terms.....
108 Mhz and above involves the Aircraft radio band. They are afraid the FM stations that end at 107.9fm, if one of the sidebands are activated to higher power for HD FM stations, it can/might interfere with the Airplane radios.
