Both examples are proof they are wanting to take away any type of communication not influenced by the Government, as both are not "corporate" owned. You shut up the Ham and radio operators, one less path to communicate and speak against the government. You shut up Public radio, one less voice against the government and promoting an opposing view.
The 4.6% will not kill off NPR or local outlets. But like all the other threats of "I will fire you", "I will sue you" means these entities will go broke fighting issues in court.
This is not a healthy situation. Even if you "hate" NPR or Public Radio, your enjoyment will be next.
