This is really bad for the consumer. It is really hard to understand which means it will fly under the radar. The worst part is, when enforced, you are now subject to being throttled in speed or simply shut off to give your bandwidth to Comcast, Verizon, Hulu, etc. Too bad, too sad for Wikipedia, CMC, your local college. Boiled down? You have money, you will be in the fast lane of the expressway. Poor, non profit and you are stuck in the traffic jam, not moving. No I am not being dramatic, this is real.
Yes this includes terrestrial radio streaming via app, net casters, ham radio IP traffic, everything.

A federal appeals court has struck down the Federal Communications Commission’s net neutrality rules that prevented internet service providers from throttling or blocking some content or charging more to deliver it.
The U.S. Court of Appeals for the Sixth Circuit said Thursday that the FCC lacked the authority to reinstate the Obama-era rules, dealing a final blow to a decade-long effort to gain greater oversight over the internet.
