Jermey, I thought that practice ended long time ago? That company was using WTBC-AM, not WTBC-FM. There is no reason to ask for permission as it is not in the same market.

The only exceptions are an example, Chicago. WMAQ-TV exists, If someone from a different company in the same market wanted to use the WMAQ-AM or WMAQ-FM calls, then there is a conflict of interest, due to 2 different companies and shared call signs.
