ESPN 1000 set to launch FM simulcast on new HD2 channel. (WHAT???)

Good Karma Brands, which operates ESPN 1000, has signed a local marketing agreement with Hubbard Radio to broadcast 24/7 on 100.3 HD2, a previously dormant HD2 channel associated with adult contemporary WSHE 100.3-FM.
#1 to Hubbard. Why not relegate it to HD3 with lower bandwidth and try to rent the HD2 to someone with a music format?
#2 WHY on an HD2? Is it for selling ads and being able to clear it on the FM band in the market? I do not get it. If it was an FM translator, fine as the AM signal is pure crap as the years go on along with its directional pattern. Most people still have no idea what an HD radio station is.
