Younger Urban stations have a problem and itís called Soundcloud. Rap music these days is often published directly to Soundcloud and listened to and discovered by teens and young adults on their phones. No middle man in the form of radio or even record labels. The rest is often heard on Spotify. Both free to listen to with an internet connection. This is a problem with new music in general.
Radio stations that play music from Nashville (Country and Contemporary Christian) have a better handle on it. Christian especially. Iíve noticed a lot of new songs from popular artists in these genres still donít get published anywhere online (Youtube, Spotify) until they have been in rotation on the radio for a few weeks. Radio is still the only place some of these songs get heard until they are released. I think Urban and radio in general would be better off if arrangements like this were still in place, but itís just not happenings as habits have changed.
