You must still be stuck in the 80s. It prevents smaller owners that have no property to place their antenna somewhere or somewhere economical. Throw in medium and large owners due to cutting costs. Where have you been with the elimination of full time engineers, staff cutting, outsourcing?
It is a bigger share than you state. Many AM stations are resorting to horizontal longwire to stay on the air using engineers or ham radio operators open field behind their houses. You will not see it in NYC or Chicago thanks to Skyscrapers for FM signals. Move out in rural America, for FM you are hostage to a tower owner. AM is a crapshoot due to the large land space needed unless, once more, you can find someone to diplex with.
