You have to remember something in the 80s Chicago market. Previous to 1986 on CHR was overall white, whiter and whiter even more. Chicago radio was damaged severely from Steve Dahls self serving Disco Demolition promo which brought out a ton of deep seated racism when it involved Chicago radio. Anything remotely considered "disco" in the 80s was not on Chicago radio. So before all the Steve loyalists pop up, let me clarify, perhaps this is not what Steve wanted to result and I believe him when he says it, but it did. WLS-AM would "report" songs on their charts or to Billboard, like Funkytown by Lipps Inc and Stars on 45 by the Stars on 45 but they refused to play them. They would be doing a WLS countdown and they would seriously either skip over the song or play a few seconds of it, hence, they were theoretically playing it.
When the Urban in town (WBMX and lesser degree WGCI and WCRX) would take up the slack to play dance music and 10% (that number has always been thought to be higher due to the way they surveyed people back then) of listenership was White, that speaks volumes.
