Ask folks in California hit by planned power outages how isolated they feel when their cell phones can't find a working tower after 12 ~ 24 hours. The towers are not required to have backup generators. When enough of them drop out, the backhaul can be disrupted for the few cell sites that still have power.
Meanwhile... Anyone with a battery or crank-powered radio can hear what is going on. FM may be adequate for regional outages and disasters (spanning 10 ~ 20 miles) but for a large-scale event, being able to hear broadcasts from 50+ miles away may be the only link available. Not everybody is lucky enough to live near (or be) a ham radio op.
