You realize ROCK ON JZQ was over 30 years ago? You realize how much has changed since then? Computers. Florescent lights. Digital TV. Digital radio. The noise floor is totally different than it was 30 years ago. You obviously don't understand and I am not making fun of you, just pointing it out. You obviously are not well versed in RF.
The current day WILL ROCK signal is not meant to go to Dolton. At all. (image provided for you). When Club Steppin is off the air (happens often) there is no trace of WIIL at Willis Tower. This is for many reasons not limited to tall structures all over the place in that area where a signal 50+ miles away is challenged.
Atmospheric conditions come in, you might get lucky and hear it at those 2 places, as other signals roll in town too. This is the fluke not the norm.
Also, no, you can't hear the WIIL in Elmwood Park or any of the surrounding areas. (sitting in my office in Park Ridge as I type this. All static no WIIL) See the map? It is the outer contour, the fringe area of the signal. You will have a better chance to hear it in the car here.
Oh, wanna hear WIIL in Chicago? Pop on an app or online. Something that wasn't there in 1987 when you were listening to WJZQ in Dolton.
