They are still in the game. WXRT isn't designed to be a mass appeal station. It enjoys a very loyal audience. What matters most, is its billing.
Ratings aren't a win/lose game.
Summer will be here shortly and CHR stations such as B96 and KISS-103.5 generally do well in that environment. WLS-FM rocks much harder these days with adult hits and they are holding their own. As WYTZZ95 and Jeremy have pointed out, a bad batch of music can and often does drive listeners elsewhere and this may include non-terrestrial radio.
"Forced listening" is another matter. Certain stations are designed for office listening. Whether you like them or not, these FMs are on from 9-5, five days a week.
