One could go to an advertiser and ask which demographic they are trying to reach and either show them that one is indeed delivering that demographic at W--- and charge them for it, or one could show them that it takes 3 stations to properly deliver that demographic and sell a package deal (aka a discount).
iHeart in this market is not doing great in men 25-54. A next gen rock format might help in that demo, but it is a risk and radio in general - and iHeart specifically - is risk averse. Any format change is going to cost money and there's no gaping format hole that's going to deliver them a 3+ overall so cross-selling at a discount might be their safest bet right now.
Still, it is odd to see two stations getting in the low 2's (K-hits and WLUP) go away while a station in the mid 1's keeps on going.
