Tilt head left and read from bottom up.
If we rotate WEOUZHWZO 90 degrees CLOCKWISE (as we are told to do at 63 across) and remember that all letters need to be read as UPPERCASE, we get the second photo, which reads ONE INCOME. The O remains an O, the Z becomes an N, the W becomes an E, and so on.
