Here's the irony: while the bill outlaws magazines that hold more than 15 rounds, it also outlaws clips that can be modified to accommodate more than 15 rounds. As one local talk-show host has demonstrated in a video, almost all magazines have the capability of being modified to hold more ammo. You simply pop off the bottom and attach an extender. This means that all of those clips will be illegal and if your grandfathered-in clip breaks you won't be able to replace it unless manufacturers start making clips that cannot be modified. The "unintended consequence" of this is that your gun may become useless if your clip breaks. So even though they aren't outlawing hand-guns, but outlawing the clips that are made for them, they essentially acheive the same end.
