The board of any company should have a short, medium and long term strategy for that company. They have to no that business well to achieve this. A football club is usually owned by rich business men as a hobby. Most don't have experience in the football business. It makes sense to appoint someone who knows the business to achieve this. They will make decisions on the youth academy set up. They should also put the framework in for optimum squad size.
The manager should be the one who runs the team and decides on transfers. The only say the director should have is whether the club has funds to finance a particular player. If they can't afford that player then have the final say. Although should give the manager the chance to cut costs else where first.
If this is how it will work at Newcastle then you need to ask if Joe Kinnear is the right man to do it.
