They remembered in Russia.. I received 2 heartwarming greetings from there. They remember in Britain with Russian and British veterans aboard the HMS Belfast on May 9th to mark the WWII Arctic Convoy anniversary with awarding the Medal of Ushakov, see: http://www.russianarcticconvoymuseum.co.uk/wp/anniversaryremembrance/ushakov-medal-presentation-hms-belfast-9th-may-2014/
You will also note that there is no mention of American participation in these Arctic Convoys or any other convoys. I guess the US ships and cargo lost and Navy Armed Guard and Merchant Marines seamen lost does not count. So much for VE-Day.
