My two cents' worth: Either the white hat or the blue hat was worn according to what was prescribed as the uniform of the day. The white hat was worn with either whites or blues but of course the blue hat, which we called the "flat hat," was never worn with whites. Before the war, the ribbon on the flat hat bore the name of the wearer's ship. I don't recall ever seeing the flat hat on the west coast.
