Assuming that you have a fret of PE that got over sprayed, dump it in a container of lacquer thinner for an hour or so. Remove and lightly brush with a soft brush. Stubborn areas can take some more LT on a qtip.
A couple years ago I picked up a bottle of Safe Strip at a model show. It was a furniture restorer product. It works on all paints. No direct harm to plastic, but an overnight soak softened a 3D print.
Createx paints makes Restorer 2008. (?). It is sold as an airbrush cleaner for breaking up dried up paints in airbrushes. Soak, but be careful. May affect the nylon bushings in some airbrushes.

Is there a way to remove Tamiya primer from photo etch? I got a little heavy priming some railings and things got a little gloppy. I've tried Tamiya airbrush cleaner and 90% rubbing alcohol to no effect.
