Yes, that is pretty much what I suspected. With the tariffs, other nation's postal services needed to find ways to offer DDP services, something they never historically needed. Now, the CPSC wants shippers to be connected to the Border Service's ACE system for electronic filing for each shipment. Again, never historically needed by foreign post offices. Where setting up a DDP system was more do-able--and with some time a number of nations did it--connecting to the ACE system is a different matter. I'd not be at all surprised if you told me La Poste had no intention at all to do it. I'd actually be more surprised if you announced they did.
International courier services, like DHL, FedEx, UPS, etc. have pretty much always dealt with customs brokers who do have connection to the ACE system. So, by using one of those services, you "automatically" gain ACE connection, then can give the required data, and "life goes on." However, I understand fully the added shipping costs that creates, and so your preference for the postal system. However, if they should never connect to the ACE system, you'll never be able to use them. You can look into setting up your own connection to ACE. I suspect it is costly and confusing. You can look into hiring a customs broker service of your own.
Your choices might come down to switching to a courier service, or stopping the business, I'm sorry to say. My fingers are certainly crossed that La Poste decides to somehow deal with ACE.

Thank you for taking time trying to help me dealing with this problem. On my side I can specify on my products and even for the customs my kits are not suitable for children under 13, it's not a big deal I think.
The real issue I have is my products have a HTS code SH9503000090 (https://hts.usitc.gov/), and as written in your message the scale models are in the same classification as toys. And at the moment nothing has been setup by the French post to get through this regulation, and the parcels are blocked...
Since I cant change the code for my products I'm stuck with the French post, waiting them to find a solution... Maybe I can ship the parcel as a gift, but I'm pretty I will have problem, I'll check that tomorrow.
