Is ex-Paul F. Foster (EDD-964) not used as test ship for such systems?

Furthermore, USS Pinckney got AN/SLQ-32(V)7 already in 2023. Ok, only a bit before Jack H. Lucas was commissioned. But it is still surprising that SPY-6 and AN/SLQ-32(V)7 were not tested in combination if both are schedulded to be the future systems on new and modernised Arleigh Burke class DDG and that also the not yet completed Flight III all are without cheeks.
