Thanks everyone for your answers. The other thing I thought they might be for is for the lower platform of an Accommodation Ladder, but in checking photos of the ship, said ladders are fitted at other locations. The Chesley plans I have don't indicate what they're for, but I've replicated them in 96th scale for my current build,
