i think that at times it was slap on what was available with the speed of building some certainly have darker decks but many appear to be a single overall colour, possibly with worn decks darker than structure,
liberty hulls seem to be rarely repainted , structure slightly more often,

Looking at David Doyle's heavily illustrated book on these ships show varying "paint".
Some shots show dark deck and superstructure compared to the hull. Others show deck and hull colors with no contrast.
Did they bother to paint these vessels in "Navy schemes"?????
