
I would suggest some personal research on the subject, find a pre-Dreadnought that inspires or captures the imagination because if that's not there a 1/700 - most likely resin - build, including the confounding rigging, after 1/72 plastic planes might turn out to be a frustrating uncompleted chore.
Have him go to ebay and run through everything Kombrig has to offer and select his subject. They produce a myriad of pre's from many navies and even if he doesn't want Kombrig as the brand perhaps he can cross reference to other manufacturers for availability of his choice.
Because of the price of these kits it would probably be prudent to carefully consider.

A friend of mine who usually builds 1/72 scale aircraft is interested in a building a 1/700 model of a pre-dreadnought battleship. He didn't state any particular ship or even navy. I suggested the French pre-dreadnoughts were the most interesting-looking, but left it at that.
I'm sure people here have some suggestions on good models of pre-dreadnoughts, any navy. He builds injection plastic models of aircraft but there won't be many of those for 1/700 pre-dreadnoughts(!) so suggestions for models in resin or 3D printing are welcome too.
Maybe there's a consensus on "the best" 1/700 model of a pre-dreadnought battleship?
