I think it is an combination of too high costs for some very expensive systems (ballistic missile submarines, carriers), delayed building programs (Type 26) and less defence spending after the end of the Cold War. And it takes time to correct that. Although two Type 26 and two Type 31 frigates have been launched, none of the 13 frigates have been completed.
