Tripoli would indeed be more exposed. That's part of the point. You find 3 guys and their drones by flushing them by provoking them to fire while prepared to immediately target the revealed position. Tripoli also brings in Marines who "hold ground," and clear it. Also, while being thusly harrassed, those three guys spend a lot of time and energy evading with less time firing.
It is indeed laborious. War is effort on both sides.

To find 3 guys with drones is not so easy.
Tripoli would be also more exposed herself compared to the real carriers, because her aircraft have less range.
It is certainly not hopeless. But it is currently much easier to attack with drones than to prevent these attacks.
